Inspire HR under counting steps

I’ve just upgraded from a Fitbit flex 2.  I wanted the Inspire HR as it was a watch that could track swimming.  It’s great for that but when walking it under estimates steps by about a third.  If I’m just moving round the house it doesn’t even pick up that many.  Is this a common complaint?   I love the watch but if it isn’t fit for purpose I will be returning.  

The device is paired with an IPhone 6.

I just got mine a couple of days ago and noticed the same thing.
