I am sorry to hear your Inspire HR won't scroll up and down. I am glad to assist you. I recommend doing the following:

1. Restart the device: How do I restart my Fitbit device?
2. Change a clock face: How do I change the clock face on my Fitbit device?

I am sorry to hear your tracker won't turn on. I recommend trying the troubleshooting instructions from this help article: Why isn't my Fitbit device's battery charging?

I have restarted my watch about 8 times nothing!

Also changed clock face twice still nothing!

It just will not scroll and shows the time
