I just want the plain Inspire without HR.  Is that still available?

Inspire 2 for $70 only Inspire you can get from Fitbit store.  But probably now pay more than that if can find now rare model elsewhere, perhaps from non-certified seller without warranty.

I guess the Inspire 2 would have to do.  Can you turn off the items you don't want tracked like sleep, heart rate, etc.?

That's not an easy answer.  Depends somewhat if you mean so they are not measured,, or just not displayed, on tracker, or on phone app, on tracker clock face, or visible anywhere on tracker if scroll through all screens, etc.  And I am not wearing Inspire 2 to have all those answers anyway.

But yes, heart rate can be turned off in Settings, for what that's worth.

So try the Inspire 2 board for the answers you want.  There's still so much I don't understand about what you want.
