If I log the time I was on a Standing Bike as an Exercise can I then see my heart rate during that time?

Yes, simply hold on the button on the Charge HR to put it into tracking mode.

Holding in the button should start the workout recording mode on the Charge HR.
Taping the screen or button should cycle through the time and stats

My answers have been based on the very limited Charge HR (discontinued more than 3 years ago) and not the Inspire hr.

To log a stationary bike ride you will want to put your tracker into Spinning Mode. Yes your heart rate will be logged with or without logging the stationary bike ride.
However if logged the heart rate can be viewed in smaller time increments.
