I have tested my Inspire HR against my Medisana BP & Pulse monitor which I know is accurate based on other tests I have done. My primary purpose in buying this device is to measure my heart rate while doing Nordic Walking. I have a heart condition that requires me to have a heart rate below 150 while exercising so it is important to have an accurate reading.
My resting BP as measured by the Medisana is consistently around 72 but the Inspire HR consistently shows resting BP readings of anywhere from 10 to 20 beats higher. I know I have it correctly positioned, and not too tight, not too loose. If I can't get reasonably close to my actual heart rate then this device is useless.
Any suggestions?

Agreed! This device sucks! My charge 2 was waaaayyyy better.

When checking your heart rate with a different device, you want to use the current heart rate the tracker is reading.
The testing heart rate your app gives you will not be your current heart reading when at rest but an average of your heart reading at times of rest throughout the day

I believe that is what I said, perhaps not clearly enough. I used a different device, recorded the hr from it and then I read the heart rate from the tracker. There was a significant difference. Maybe I am missing something in what you are saying.
I am a bit puzzled by your second statement. I assumed that when I look at my heart rate on the tracker while I am sitting in a chair (at rest) that the tracker is giving me my heart rate at that moment, not an average for the day. When I said "at rest" I meant at that moment that I took the reading. I am well aware that the tile in the app that says " bpm resting" is an average for the day.

I wasn't sure if everyone understood your point.
The Fitbit resting heart rate (reported on your dashboard) will probably not match the resting heart rate at any specific time. Also most people will find that at night there heart goes lower than there resting heart rate during the day.
When I say the Fitbit reported resting heart rate I'm referring to this on your dashboard,
