My Fitbit inspire HR logged me 8000 steps between 7 am and 7: 30 am this morning. I have tried to remove them by doing a reset and they keep coming back. Bought only two weeks ago....should I return it?

Thanks for bringing this to my attention and for troubleshooting your device prior to posting too. To better assist you with this, can you please let me know when was the first time you experienced this situation and how many times since then? As it turns out, a restart process will not remove the steps that are tracked with your device, however, you can sync the Inspire HR steps and then remove them from your account following the steps that are specified on: How do I add, edit, or delete Fitbit data and activities?
