Steps when I cycle

When I cycle, the fitbit registrate this as steps as well, is this normal?

Steps while bicycling outdoors are probably just the result mostly of vibrations to your wrist, and a few from other arm movements.  I would expect they would depend somewhat on the smoothness of the surface.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
