Received refurbished device from customer support. Follow the instructions in the app, device is charging, 🙂 visible but the device will not turn on so I can continue setup.
Even though my original Inspire HR has been broken for weeks and is not listed on my app, the app is somehow still registering activity 🤔. Do I have to uninstall the app and reinstall to set up replacement device?

If your device is not turning on, can you please let me know if the heart rate sensors are still flashing or is it completely unresponsive? If you haven't already done so, I recommend you to check our help article: Why isn't my battery charging on my Fitbit device? and let me know how it goes. Such article includes a restart process which can be really helpful for this situation

if you mean the green lights underneath? Yes those are flashing. It is not completely unresponsive my original message stated that.
