Unable to setup Inspire HR

It is charged, I reinstalled the app on my PC, I restarted Inspire HR several times, screen is dead except for logo and "www.fitbit.com/setup". All I get in bluetooth page on PC is "fitbit base station". I have never seen the clock on the fitbit. App says to do a factory reset but I can't find a way to do that when they are not paired.

In the meantime I receive your answer, I recommend you to check all the information that's specified on: How do I set up my Fitbit device? to check if all the requirements are correctly configured to setup your device. Then, you can move forward and try the troubleshooting steps that are specified on: Why can't I set up my Fitbit device? and let me know how it goes.

just received new fitbit Inspire and was unable to set up on Windows 10 laptop.  Spoke w/ support and they tell me that it is impossible to set up on Windows 10 device.  Both my laptop and windows 10 tablet are up-to-date and I am able to see the fitbit on Bluetooth settings. I am unable to update my iphone5 to the compatible  operating system.  I even asked the support person if she was suggesting that I would need to buy a tracker from a competitor and she answered  yes.  Is it really my only option to return this tracker which I do not want to do as I wanted one that could be in a clip and also can be calibrated.  I hope that you may know a work around.
