I just bought a new inspire HR. My old Fitbit drowned. Do I remove the old one from the records? How? If yes, can I set up my inspire then?

There's no need to remove the old one first.
Go into the account section of the app and select "set up a device". Choose Inspire HR. If your old one was also an Inspire HR then it will ask if you want to replace it. It will then step you through adding the new fitbit to your account. All your data, settings, badges etc will be retained.
If your old fitbit was not an Inspire HR then it will still be connected to your account so you need to select this and choose the option to delete it.
