After starting a cardio workout on my Versa 3 should I tap end before I start my cool down stretches or after? I've been ending the work out as soon as I'm done with the cardio portion and then starting a new workout when I do my stretching

It's just up to you how you do it. If you want to separate cooldown from main workout then track it as separate activities. Otherwise, track as one. It's totally your choice.
