Bluetooth-add audio device

Have tried repeatedly to connect airpods. When I go to settings-bluetooth the only thing that comes up on screen is 'restore music controls'. I have tried everything.so frustrating . I have turned off my phone bluetooth, put airpods into pairing mode etc. I'm going mad! Have chatted twice to customer support they are absolutely useless

Above the Restore Music Controls, you should see the Add Device. This is what you should tap

No its not there! Literally just restore music controls. No add audio
device even when I try to scroll up.
