Can't sync Interval Workout changes from app to watch

I'm trying to change the rest/move intervals on Versa 2. I change them in the app (under Account > Versa > Exercise Shortcuts > Interval Workout), then select sync now however the app keeps reverting back to the old settings and the watch is not changed. Have tried shutting down my phone etc.
