My Versa needs to update but keeps getting stuck at 98% completion, I’ve tried multiple times resetting the watch or disconnecting my Bluetooth but the problem persists.

It should work with that phone, so go through the Help Article I linked above and hopefully it will finish the update for you

I have continued through the article disconnecting the Fitbit, restarting
my phone and the versa, and still seems to be stuck at 98% could it be the
product itself or is it just a firmware issue?
