Clock face not loading

Recently when I purchase a new clock face, it downloads then a notice pops up “This app requires internet permission” which I toggled ALL. Last 3 purchases did this

You can choose watch faces that are free and won't have this problem.

 

It is probably security software on your phone blocking malicious access [you never know what the access might be doing, via your phone].
