im getting notifications sometimes but not all the time. I have Fitbit Versa Lite and my phone is Samsung galaxy a70. Should I have wifi on my phone turned on or does it matter.

Hi @ronwolf1965 , at this very moment I would not worry a lot about this issue, although it is inconvenient. Not only iOS users suffer from theze problems due to the iOS13 update, bu also some Android users, possible caused by the latest Firmware update. I notice a lot of users with a Samsung who suffer from this. Keep a close eye on the warning on top of the Versa Community Site and the Customer Support Site. Regards kuzibri

WiFi / cellular data only refers to the path that the phone gets its data and in general has no bearing on the communication between the phone and the fitbit.
