I have my heart rate turned off on the app but the green light on the Versa will not shut off and keeps blinking. Is there anyway to make this stop permanently. I have also tried to reboot/restart the Versa

Try doing several restarts, then go into you app and turn you HR to ON and sync your Versa. Restart your phone and go back to the app and turn HR to OFF and sync. If it is still flickering, try turning your Versa off for a few hours (this worked on my Ionic so worth a try). Gp tonthe Settings app and scroll down to About and choose Shut Down. Leave it off for a few hours and then startit again by pressing any button and see what happens with the light. Let us know how you go!

@Tashamaha, I appreciate your participation in the Forums and for sharing your experience with us. If you have already tried the troubleshooting steps kindly provided by @NellyG, I would like to suggest you to please go to the Settings app on Versa, then scroll down and tap on "Heart Rate" to turn it off, this will turn off the sensor.
I hope this can be helpful, give it a try and keep me posted in case you need anything else.
