I inherited a Versa 2 from a friend. I have the app on my phone. I have a profile. I did a factory reset on the Versa. I have have Samsung S9. Bluetooth is on, and the Versa is paired with my phone. However, when I try to set it up in the app, it does not find it. I have tried-
-restarted the Versa.
-Deleted and redownloaded the app
-Turned off bluetooth and back on
-restarted my phone
Nothing seems to be working.

I'm confused about your saying the Versa is paired with your phone. How so? You should not do anything specifically about pairing it. Just let the Fitbit setup handle that.
If it is paired to bluetooth, unpair it.
Then through the app, click your profile at top left to get to Account page, then 'Set up a Device' and follow instructions. If you have other bluetooth devices nearby, it might help to move them further away until you get Fitbit set up.
