This morning I went to the gym and I manually started my timer for the workout, my total time was 1hr 12mins but my active mins is only showing 39mins. Why are myvactivr mins less than my workout ?

From what I can tell the active minutes are based off of your heart rate. It has to hit and stay at a certain point for it to count as active. Hope this helps a little.

I guess that would make sense, do you happen to know what the heart rate is?

It's a bit complicated. This article from Fitbit explains the details.
I find usually around the upper half of the fat burn zone into cardio will generate active minutes. But it has to hit these levels for at least ten minutes in a row for active minutes to be awarded. It's not unusual to see active minutes only on a portion of a workout. Hope this helps.
