Not being able to use all the features.

I’ve synced, logged out, restarted my phone to try and download Spotify but it’s still not working and I can’t download the app.
Also, i’m still not receiving text messages to my watch, again i’ve read advice and guidance, checked settings on my phone (iphone XR, UK) and on the watch and all are on so i’m struggling with how to fix both these issues.
