When the internal pressure sensor is working as designed, your watch counts a rise of 10 feet as 1 floor. It has nothing to do with individual steps. This is why when you walk around the block, it may measure 1 or 2 floors if your altitude increases by 10 or 20 feet. A clogged pressure port hole can cause inaccuracies or even swinging your arm when you walk upstairs.
Best Answermine is doing the same thing. I called support and they told me how to reset it. That worked but now I have to remember to reset it every morning or it won’t count stairs daily. I’m not too happy with that solution since it adds one more thing to my already hectic morning “to do” list.
