It seems no iOS user has jumped in,  it would be helpful to edit the OP and include iOS in the subject.

Have you held in the left button on the tracker to check that notifications are still on?

The best I can do is link to the help doc on this subject, and ask to check permissions in the phone settings and in the notification panel, along with settings in the Fitbit app.

How do I get notifications from my phone on my Fitbit device?

Receive call, text message, calendar, and other notifications on your Fitbit watch or tracker if you have a compatible phone

Saying that everything has been tried tells us nothing about what he's been tried,  please don't get upset if asked to try something that was already tried.  We do not know what you have been reading,  and often I read steps that are highly unadvised

Another step I will do in the Fitbit app/settings/Versa/notifications is tap on the three buttons(top right) disable notifications. When I re-enable the app usually checks for needed permissions and request the user to confirm.
If im at my witts end, I usually remove the Fitbit app, then apon installing, the app requests all kinds of permissions of which I accept, and this usually sorts notifications out.
