I have a similar problem. Mine is that the 3 starts out in my zone 3, 4, or 5. It takes about 8-10 minutes for it to settle down. My 20-year-old Polar is more accurate but of course, it doesn't give me a chart and other info that I like to track. I'm checking Apple Watch forums to see if there are issues with that watch. If not I may be tempted to switch.
I'm beginning to think that other than being hooked up to a VO2 and a heart monitor, much of the technology we have falls short of our expectations.

Yes, I have restarted the phone several times and the app as well.
I understand that no fitness watch is 100% accurate. This watch does jump to 150 bpm +/- for about 10 minutes or so and then settles down to a more accurate heart rate. My 20-year-old Polar is more accurate but only gives me the heart rate.
