I'm sorry for the difficulties you're experiencing with your watch and to help you out, may I know what is your question? If the issue is with your watch not syncing, may I know the model of your phone? Also, do you see an error message on the Fitbit app when trying to sync?
Because your post didn't mention, I'd recommend trying the troubleshooting steps described in this help article to get your watch syncing correctly.

Hi, 1) fitbit versa light no longer syncing since 22jul; no error msg. rcd.

trying to continue syncing to windows 10; have tried turning on/off btooth
