Like most other people, my fitbit stopped showing notifications when I got i0S 13. After attempting to update the new firmware (since yesterday) it's only got to maybe 20%.
My fitbit is also confused! I'll get the green arrow screen but then the watch says to download the app. When I open the app I'm back to square one where it says it needs to update....

I'm happy to assist you with your Fitbit Versa since the firmware update doesn't complete. Please try the troubleshooting steps that are listed in this help article. After trying these steps, run the firmware update again and see if it gets completed.

Hey there!
I tried those before posting on the forum. Unfortunately, my fitbit has not
yet finished updating. It’s stuck at about 55% downloaded and will
disconnect from the app every few mins. It will reconnect momentarily, but
it’s obviously not doing much....
