I have updated the app, restarted my phone and versa, shut off bluetooth, and unpaired and paired device. It is still not syncing, says the battery is low even though versa charged. Notifications are not showing either.

I'd like to know if the issue persists or if your Versa could be synced.
In the meantime, let me know what is your phone's model and brand. Also, please check out this help article which contains some troubleshooting steps for syncing issues. It contains steps that you already did but you can skip those.
Regarding the notifications issue, please try turning off the notifications, restart your phone, turn on notifications again and see if the feature works properly.
