My Fitbit Versa’s shows it’s charging but the percentage isn’t going up, it’s been about an hour. I’ve restarted it and shut it down, what do I do next?

I wonder if it's getting enough power. Have you tried a different USB power source e.g. a wall charger you would use for a phone?

That’s currently what I’m using and I had just charged my phone before I put the watch to charge.

I'm not sure what else to suggest. Fitbit do have a troubleshooting guide for charging problems but there's not a lot in there: https://help.fitbit.com/articles/en_US/Help_article/1190/
As it says at the end of that, if you've tried all the suggestions then it's probably best to contact customer support.
