Who do I constantly have to physically sync my watch to my phone multiple times a day in order to receive notifications. I’ve had my watch since the beginning of the year and not once have been able to receive text notifications. Also my email notifications will constantly give a notification that I’ve already received a notification for multiple times.

I'd like you to try the troubleshooting steps that are listed in this help article. This article contains steps that you already tried but you can skip them and proceed with the rest.
After this, monitor your watch for 24 hours and see if the issue gets fixed.
