I've not been getting any text notifications. I'll still get email, calendar notifications. I've reset everything and started completely over w same results. At a loss here. Have a Note 9, which did just have an update 2 mornings ago.

Please try the troubleshooting steps that are listed in this help article. This article contains steps that you already tried but you can skip them and proceed with the rest. Finally, monitor your watch and see if it receives text notifications properly.
