I did not wear my Fitbit versa to bed last night. I get up today and it says I've already done 31,000 steps on my Fitbit as well as my Fitbit app. This is incorrect. I have rebooted my phone plus I have rebooted my versa. I've also logged into my account and logged back in. Any suggestions?

Hello @Cproberts. Welcome to the community forums.
Thank you for the detailed information and for the troubleshooting steps you've tried prior to posting. I suggest you to please confirm that MobileTrack isn't enabled. MobileTrack is a feature that records basic stats such as steps using your phone's sensors if you don't have a Fitbit device available. But there was a fan or anything buzzing nearby, or if your phone was vibrating during that time, that might have caused you to receive incorrect steps tracked.
If this is the case, I'd suggest you to remove this feature by following the steps described in this help article and monitor your Fitbit device's behavior to see if this has any relationship.
On a side note, I've moved your post to another board to keep our forums organized.
Hope this helps.
