I have to sync versa fitbit to mobile device daily to use weather app.  Is this normal?

Yes.  Weather is only updated by a sync with your App.

You can change your sync to All Day Sync if you like and then you will receive more frequent weather updates. 

You'll find this under your account settings.  

Battery life may be jeopardized/less if you switch over to this.
