I have just got a versa 3 after using an old charge 4. I was always averaging 60 to70 zone minutes a day on my old fitbit. I barely get 2 zone minutes a day on the versa 3. I'm doing the same walks and same workouts?

Hello @Kas62 and welcome to the Community.  Fitbit put a different optical heart rate monitor in the Versa 3/Sense compared to the Charge 4.  Fitbit advertised it as PurePulse 2.0.  There are many posts from users and independent reviews that say that the Versa 3 and Sense don't track heart rate well at higher heart rates.  This might explain your issue.  I don't think I have a better solution for you.
