No, that's not normal. I assume you have the Fitbit account set up already as you have been able to post, so I'll skip that part of the setup process. Please make sure before you progress any further that you have downloaded the Fitbit app (just search the Windows store on your laptop and it should appear at the top of the list) and that it's up to date.
Second, check to see if your computer has a built-in Bluetooth. You can check this by going to the Start menu on your computer, then "Setting", followed by "Devices". In the "Devices" setup, you should see the option to turn your Bluetooth on. Please do, and remove any other Bluetooth devices in the room or switch them off before proceeding (this can confuse the Versa about which device to sync to). Then pair it with your computer. If you don't have a Bluetooth built in, then you will need to purchase a Fitbit dongle, which plugs directly into your computer to help you sync.
Once you have the app downloaded from the Windows store and your Bluetooth straightened out, log into the app and plug your Versa into the computer as if you were going to charge it. Sometimes the setup process takes a few minutes, which can wear down your battery. Go to the "Account Settings" on your app (little credit card icon) and select "Add New Device", followed by "Versa". The blue arrow and circle indicate the icon that you are looking for.
I have included a screenshot indicating the "Account Settings" icon that you are looking for. It was taken on my Windows 10 laptop, so yours should look the same.
Once you select "Versa" on the "New Device" menu, follow the prompts to finish the setup process. This normally only takes about 10 min. After that, make sure you leave your Versa on the charger for at least an hour to make sure it gets a good charge.
