I believe All data is what iOS users see. If you're an Android user, tap the Health tab, and look under Focus areas. There's a tile for Cycle health.

Do you see the Menstrual health cycle if you switch back to the regular Fitbit app? If so, you may need to switch back for now until the tile shows up in Public Preview for you.
Since you already tried uninstalling, then re-installing the app without success, please submit this issue using the Feedback option in the Fitbit app:
Include your Fitbit app version and phone info in your feedback report.
Although it's likely that you won't receive a response, we've gotten confirmation that the team reviews every feedback report and uses the information for issue investigation.
