Spo2 does not work in Ukraine. Add Ukraine to the list of countries where the oxygen measurement function works.

The Health Authority in the country would need to approve the addition of that feature, Google has no ability to add it without that approval.

Did Google submit a request to the Ukrainian health authority?

I have no idea if a request was submitted, I'm not a Google employee, just a volunteer on these forums.

I'm waiting for a response from Fitbit.
