Can I publish a Fitbit OS watchface or app using a Sense 2 only?

I've got a Sense 2 to develop Fitbit OS watchface and application.

However, the SDK isn't yet ready for Sense 2 (or it may never).

I know I can still develop Fitbit OS watchfaces using the simulator, but can I publish a watchface if I have a Sense 2 only?

Because in Getting Started (fitbit.com), I read:

In order to publish your applications in the Fitbit App Gallery, you will need a Fitbit OS device associated with your Fitbit account.

Is Sense 2 considered as a Fitbit OS device?

You won't be able to publish until an SDK has been announced and released.
