Are there Free APIs that 3rd party developers or partners can leverage to start with.
If Yes, is the data exposed is low granular level or aggregated level ?

Our Web APIs provide granular data per user, but they have to grant you access via oauth 2.0. Check out https://dev.fitbit.com/build/reference/web-api/

Will the 3rd Party developer/partner be able to access Fitbit user data? 

If Yes, will the identity of the user is provided or masked?

Are there bulk APIs that can leveraged accesses bulk data from the WEB-APIs
