Hi @JanetACH - this happens if there is a fault with the sensor but first hold the button for 10 seconds till it vibrates and the logo appears and wait for it to start.
If this doesn't fix it you can always chat via the Fitbit App, click profile photo, Help & support, Contact Customer support to get a replacement or refund if you are within the time schedule.
However this may be a long drawn out process and as the floor count doesn't affect other measurements you can also just ignore annoyingly.
