My daughter has a medical condition and we need to be able to look at her heart rate variance throughout the day, and print out a report to take to Dr appts. I need the regular heart rate NOT the resting heart rate. (Her hr sometimes jumps 70 pts and we need to be able to see when it does.)
What is the best Fitbit to do that?

If it's for medical purposes neither Fitbit nor any other fitness tracker/sports watch should be used. There are 24/7 medical grade monitors in the market which should be appropriate for such purpose. Wristwatches with optical sensor are not fit for such purpose.
See this (it's just an example, you can find other devices, I just googled quickly to illustrate what I try to tell you).

Unfortunately, such devices are expensive (yet this one is less expensive than Fitbit Sense). Look for 24/7 ECG/EKG tracking devices.

@Tlzt I agree with @t.parker on this. If your daughter's doctor needs this information, then your doctor should know the way to do this that is medical grade and covered by your insurance.
To clarify, the Sense can record a 30 sec ECG, because that feature is a medical grade device. General heart rate tracking is not. Detailed reviews of all fitness trackers show error, sometimes a lot of error, at faster heart rates.
