Because this is how Fitbit designed it. Speaker is only used for calls and voice assistant.

@Julse - technically it would seem the watch doesn't have any hardware capable of producing sounds which explains why there is no onboard music capability.
Though Deezer are able to play music possibly by doing a software generation which may exhaust the battery quite quickly.
And if so it would seem possible to generate sounds via software but Fitbit hasn't implemented that option.
For calls it relays the phone speaker's signals to the watch like a Bluetooth headset.

@Guy_ speaker actually plays a little tone also when the Sense is being setting it up.
Also let's remember that Assistants use it.
Hence it seems that the firmware supports it but it seems Fitbit doesn't want, for some reasons, expose or implement further the capability.

@SunsetRunner- Thanks, never heard it make a sound on setup or with Google Assistant, perhaps Alexa has a software decoder?
