Fitbit Sense is locked

I just bought my fitbit and I was trying to set it up then it came with a message saying it is locked as a result I can’t pair it with my phone. I had a chat with someone earlier who said she is not fully equipped to help and she forward my case to someone who will contact me by email. 
does anyone here know how I can fix this issue please? I am really annoyed with this.

Hi @SunsetRunner.

 

Where did you buy your Sense from and was it new or second hand? I'd suggest returning it to the place you purchased it, as it seems as though its not new and someone has previously set it up.

It was brand new and sealed, not second hand. I bought it
