HI @Denica - unless it is second hand with a pin code, you will need to install the watch in the Fitbit App. Click Profile photo and " + Set up a Device".

If those steps are completed and it's still a problem you may need to factory reset it, probably best to contact Fitbit Support directly. They may be able to help you do that.
