Automatic activity detection and logging for indoor rowing has been requested by many users over the last few years. Not sure why this has not yet been added? I am sure many users work out indoors these days. I hope the Fitbit team has not put improvements on hold, waiting to get acquired by Google.
I noticed this is something the Apple Watch supports.

Thanks for your interest in our Fitbit products and for sharing your thoughts about the exercise options offered on the Fitbit Sense. I understand how much you'd like to have the indoor rowing as a SmartTrack option and our team has also received feedback from other members. While we don't have further details, let me recommend to check this request posted in the Feature Suggestions board. Even though it's marked as not currently planned, please add your vote as the more votes an idea receives, the better chance it has of getting the attention of the developers.

I was also suffering from this deficiency but now seem to have solved it. I take my fitbit, a Charge 3 , and strap it to the handle of the rower. I stuffed a tissue into the strap (on the side away from the sensor light) tight enough to hold it in place as I row. I think that what is happening is that when the fitbit is on my wrist there is quite a bit of mechanical cushioning and so the accelerometer (or whatever is the step counting component) is not triggered. When applied directly to the handle the shock of a stroke is just sufficient to trigger the counter. This explanation fits with the observation that you can walk very gently without triggering the counter. Would be interested to know if others can get this to work.
