Sense won’t restart

When my Sense watched got stuck and I tried a factory reset it comes up with Data not cleared, sync &try again. 
I have gone through all the trouble shooting suggestions without success.  what else can I do?

Hi @LynnePugh - remove the watch entries from the phone's Bluetooth, and remove the watch from the app.

Then logout of the Fitbit App and swipe off the active window and in Android clear the storage cache and force stop it and then restart the phone, also restart the watch by holding the button for 10 seconds till it vibrates.

Login to the Fitbit App and click profile photo and "+ Set up a Device" to add and install the watch.
