Cannot setup my sense. Sense shows on my fitbit but setup will not download. It will download 1% and quit.¹Tried deleting and reinstalled app. Went to chat and did what they suggested but nothing.

Thanks for your efforts while setting up your Sense in the Fitbit app, as well for contacting our Support team. I'm sorry that you're going through this situation and let me give you a hand with this. Because you mentioned it downloads 1% before quitting, do you refer to the firmware update process? Was your watch able to connect to your WiFi network? What is the model of your phone?
If the issue is with the firmware update, I'd recommend to try the troubleshooting steps from this help article.

Steps I try and have found use full
Try with phone connected to WiFi then cellular.
Try with the tracker attached to WiFi then through Bluetooth only.
I've also had luck with force stopping the Fitbit app. The download usually resumes.
Restart phone or even better shut the phone off and restart.
