Step count changing back to 1653

My Fitbit sense step count shows 1653 steps and it should be about 10,000.  I watch my step count go to about 1750 then it changes back to 1653. Also my watch says I have 7 hours of activity but I sync my phone app and it shows 0 hours of activity. I have rebooted watch and phone, but didn’t help.
