As it is asking you to sync, are you sure you don't have a sync issue, that restarting both phone and watch may resolve?

Problem solved. I did not have any cities selected - only "present location." As soon as I added a city to the list, the weather began working.
Note that I am still not able to get the present location part to work. Apparently the app is not able to get the present location, despite the fact that all the "access location" settings are set to always (for the Fitbit, and for the weather app).
