The phone will only show the battery level at the time of the last sync. Could it have run down since then?

Sorry Frank but I don't understand what's happening. The battery status should be the same on tracker and phone if it's syncing ok. I suspect that's a clue to the problem and I'm not sure if it means that the battery is dying.
As you don't seem to be getting anyone else contributing to this thread it may be best to contact customer support:

@SunsetRunner A warm welcome to our Fitbit Community! My friend @SteveH is correct. Your phone will only display the battery level that your tracker had at the last time when you sync it with your phone. Also, your Surge will display the battery icon when you push the "Home" button which is the only one on the left.
Finally, please let me know if your battery is draining quickly. if so, please follow Terrorgear's post which has some tips to avoid this issue from happening again.

I wanted to bump this up. I just received my brand new Surge (2/27/17) and I'm experiencing the same issue.
Unboxed and hooked up the new Surge to my laptop to charge (the Surge was completely dead when I received it). After about 20 minutes of charging I started the setup process with my mobile app. No issues during setup or sync.
After 2 hours I took the Surge off the charger (the Surge showed a full battery, though the "lightning bolt" never went away from the watch face). Wore it for about a half hour and noticed the battery indicator (on the Surge) had dropped by half, the app still stated a full charge was on the Surge. I turned the Surge on and off, re-synced, etc. Nothing has corrected the discrepancy between on device battery display and app battery reporting.
I decided to try and see how long the Surge will run before needing a charge. I've worn it since last night and the battery indicator (on the Surge) has been empty since 7AM while the App battery reporting is still full. Will see if maybe it needs to simply cycle from empty to full a couple of times.
I did email Fitbit Support to see if they have any info to help me. But just wanted to let people know that I have the same issue as the OP of this thread.
