My calorie count is not proper and showing very high. When I wake up the calorie burnt displayed on surge is 1700?

I think that the value that you see on your tracker when you wake up in the morning is your estimated calorie burn for the day so far. You still burn calories even if you have been sedentary or were sleeping. We estimate your calorie burn based on your age, gender, height and weight.
Fitbit trackers have a finely tuned algorithm for step counting. The algorithm is designed to look for intensity and motion patterns that are most indicative of people walking and running too. So we can say that the calorie burned estimate that Fitbit provides takes into account your BMR, the activity recorded by your tracker and any manually logged activities.
In your online Dashboard on the computer you can get more information and details about your calories and steps. The tiny red lines represent your BMR and the large ones your calories burned for activities.

I just logged on to the community to see what I could find this exact thing. I am somewhat frustrated by all the calories I supposedly burn while sleeping?? I also seem to burn when I take it off to charge while I sleep. Last night I went as far as to turn it off, It was after midnight and I saw that my surge fitbit had already showed 147 calories burned, so I made a note of that and turned it off. I woke up in the morning turned it on and it now showed 647 calories burned???? Why is this??

You're right! As I mentioned before, calories burned are calculated taking in count 2 things:
First, your Fitbit account provides an estimated amount of calories burned taking in count your BMR ( age, gender, height and weight), so even if you're not wearing your Fitbit or if you're in a sedentary state your Fitbit will know how many calories your body has burned during the day.
Secondly, your Fitbit tracker will start picking up your exercise data as soon as you start your activities or if you manually log any exercise. So, as you can see your calories burned will be more specific since all the information comes from you. You can read more about it here.
