Gps distance calculation

Could anyone please provide information if whether the Fitbit surge recognises changes in terrain or whether it measures on an horizontal plane between two points. I have found that with complex terrain gps distance can be out 200m (less) per km. I compared it to my hand held gps on a known track that I have used gis applications to measure

I believe the Surge does only 2 dimensional calculations for distance. The altitude change is provided on the website in addition to the total distance but I don't think that the two are integrated into a proper, three dimensional movement plot.

I suspected that much. It is kind of hard to set goals when it so inaccurate. I have seen posts where new fit bands will possibly use gps from mobiles. It might be an attempt to get around this problem.
